The Problem
I uploaded the com.apple.Safari.plist to profile manager.

Immediately after that – I was no longer able to load the device groups page and received;
”A Server Error Has Occurred” and to “Contact my system administrator if the problem persists”.

For the Preference Domain enter the value: com.apple.Safari
Key: type HomePage
Type: drop-down is set to String
Value: type http://www.hcsonline.com

Note that it isn’t a separate Recovery HD partition
The files needed to boot the recovery environment are embedded directly in the TM backup volume.

In addition to the .tmbootpicker.efi file, there are additional components hidden under Backups.backupdb/.RecoverySets/.

Disk Utility won’t let you erase or repartition until you unlock or decrypt.
