OS X Yosemite sets the login window to the last admin users background.It’s using a cached file located in:/Library/Caches/com.apple.desktop.admin.pngIf you replace this file, it MUST be a PNG file. If you want to lock the file so it sticks for all users, change the permissions to 555chmod 555 /Library/Caches/com.apple.desktop.admin.png 

On September 17, 2014, Apple, Inc. updated the Terms and Conditions for the Device Enrollment Program (DEP) and the Volume Purchase Program (VPP). The agent assigned to that program should have received an email about the new/updated Terms and Conditions. If the agent did not get the email or ignored the email and did not consent to the updated Terms and Conditions, than both the Device Enrollment Program (DEP) and the Volume Purchase Program (VPP) will stop working.
